Top-flush toilets are manufactured in water-saving and standard-flush models. Each type is operated by pushing a button or pulling up a rod on the top of the tank that activates the flush mechanism. If the toilet won't flush, it's likely there's a problem with the mechanism. A simple troubleshooting procedure allows you diagnose the problem. In most cases, you can fix a flusher by replacing a part based on the brand of the toilet.
Button Flush

Lift off the tank cover and balance it on edge on the top of the tank. Look at the flush mechanism consisting of the button assembly that has a rod extending at the underside of the cover and a lever that fits onto the end of the rod. If the lever is broken, pull it off the end of the rod. Pull off the hose that's connected at one side and get a new lever. If the lever is OK, proceed with checking the button mechanism.

Push the button several times and notice if the rod pushes the lever each time. If it doesn't, pull off the lever and drop it into the tank. Unscrew and remove the nut that secures the button mechanism at the underside of the top, using adjustable pliers. Remove the mechanism and get a new one. If the rod operates as it should and the lever is OK, proceed with checking the flush valve.

Insert the end of an ice cream stick or the end an artist's paintbrush handle onto the port that the rod fits into, on the top of the flush valve. Push down to flush the toilet. If the toilet doesn't flush, enlist a plumber to install a new valve and flush mechanism.

Unscrew and remove the knob from the end of the rod that goes through the top of the tank cover. Spray lubricant on the rubber grommet that seals the rod where it goes into the hole in the cover.

Push down on the end of the rod as you lift up the cover. Take the cover off the tank. If necessary, lift up the cover enough to grip the rod at the underside of the cover, using vice grips. Lift up on the cover and pull the rod out of the grommet. Set the tank cover aside.

Fit the vice grips onto the rod and rotate the rod a bit each way several times as you pull upward. In some cases, mineral deposits can build up and prevent the rod from pulling upward. If the toilet flushes, reattach the tank cover in the reverse order and screw on the knob. Alternatively, if the toilet doesn't flush, enlist a plumber to install a new flush valve and rod mechanism.
